Mexican authorities find tunnel at federal facility

TIJUANA — Images from a video surveillance camera led Mexican authorities to a suspected smuggling tunnel under construction in Tijuana inside a guarded federal customs facility at the Otay Mesa border crossing, authorities said yesterday.
